CREG (Comisión de Regulación de Energía y Gas) is the body that regulates the Colombian electricity sector. Its Resolution 174 of 2021 (which replaced 030 of 2018) defines the conditions for small-scale self-generation and net metering of surplus.

CREG sets the rules of the market: tariffs, conditions of access to the networks, service quality and, where solar energy is concerned, the framework under which a user can connect their own generation to the grid and receive an offset for surplus. It does not process applications or deal with end users: it issues the regulation that operators and retailers have to apply.
CREG Resolution 174 of 2021 is the reference regulation for a rooftop solar project in Colombia. It replaced CREG 030 of 2018, which still appears in out-of-date content and quotes; finding 030 cited as being in force in a commercial proposal is a sign that its information is not current.
The framework is not static: the regulation is adjusted over time through later resolutions that amend specific aspects without repealing the base rule. So any claim about offsetting conditions should be checked against the text in force and with the relevant grid operator.
