UPME

Definition
UPME (Unidad de Planeación Minero Energética) is the body that, among other functions, certifies renewable energy projects so they can access the tax incentives of Law 1715, following the procedure in Decreto 829 de 2020.

Its functions go beyond certification: it plans the development of the Colombian mining and energy sector, produces the expansion plans and publishes official sector information. For anyone assessing a solar project, however, its most relevant role is as the gateway to the tax benefits.
That is the point that causes the most confusion. The Law 1715 incentives do not apply simply because you bought panels: they require the project to be submitted and certified with UPME following the procedure in Decreto 829 de 2020, with technical and financial documentation. Without that prior certification, the income tax deduction and the other benefits do not apply.
The effort of the process makes sense above all on projects with significant investment and for taxpayers with a taxable base large enough to use the benefits. For a small home, the administrative cost of obtaining certification can exceed the benefit available, and it is worth assessing with a tax adviser before committing.

Does a household need UPME certification?
Only if it wants to access the tax incentives of Law 1715. To install and legalize a residential solar system, the connection process with the grid operator is enough; UPME certification is an additional route used in practice mainly by companies and income tax filers with sufficient investment.
Who handles the UPME process?
It is submitted by the project owner, normally with support from the installer for the technical side and a tax adviser for the financial side. When comparing quotes for business projects it is worth clarifying whether handling it is included in the scope and who covers its cost.
